What is "local defense" ... protection from the natives

Hi, Local defense is when enemy AP parks in hex and begins crapping out troops. The Sonia take off and drop bomb. Since on an atoll you win or lose battle in one shot you don't risk good aircraft and pilots but still have a "local defense"
