Air Group Screen Question

For the attached screen print below, will someone either confirm or correct me in the following assumption:

There's currently a total of 33 aircraft present - 21 ready and 12 which are damaged but the group will enlarge itself to a total of 64 aircraft total.

So if the numbers were divided by 3 (for an example), 7 would be ready, 4 damaged being repaired but the group would enlarge itself to a grand total of 21?
