Newby Resolution Phase Questions

During the resolution phase, an airplane icon with a red circle and slash are shown, frequently. Does this mean, a search or bombing effort failed?

Also, can the coast watcher reports be accessed/read during the following order phase.

1 - It means "Bad Weather": Operation from or to this hexagon have been cancelled (there are exceptions, AFAIK, like Transport, CAP and LRCAP over an hex, and sometimes recon)

2 - You can't
