Question about 1st turn

I remember someone saying the 1st turn rules apply to indicate the preperation before Dec 7th. If I switch the "Set future objective" in scen 15, does the future objective for these units go to 100 instantly? If not, should'nt it??

We discussed this one during Beta, but it was decided that it was far too strong an advantage to have. Units that have planned moves are already set.

With historical 1st turn on, is it hard coded or can you work with the editor to change what will happen?
