The following Dutch tenders will be in War Plan Orange:
Pelikaan
Koning der Nederlanden
Pelikaan is a modern ship, whereas Koning der Nederlanden is an old 1870's ship taken over and converted to a submarine tender. Though stricken in 1918, it was at Soerabaja (sp) until 1942, when it was set ablaze to prevent capture by Japan. These two tenders won't be enough for all 13 submarines (Pelikaan was designed to handle 6, I suspect Koning der Nederlanden could handle 2 or 3), but submarine tenders were fairly scarce on all sides in the 1920s.

Oh, I forgot to mention (something only the true diehards would know), the 3 Javas can also act as cruiser minelayers, thanks to 36 Type T Mk II Vickers built mines. However, they have to be in a minewarfare TF to do so.
