Do you hate to be short of several railpoint to rail transfer full strength panzer division? That will fix it. Do you want to evecuate Moscow factories all at once? Go ahead with 65K railpoints! It will wonderfully spoil your game 
Mist, you are simply amazing. Some additional things on it that I noticed in replicating it. I can't reproduce it without actually rail transferring a valid unit first, then it starts. It appears to remove about a variable amount of rail points per try on both corps/korps or armies or even the West and Italian fronts. It will not roll back over to the 65k level (2 byte integer) if you do one try at a time in an HQ, but it does accumulate the sub-HQs cost per try if you make multiple tries without leaving the HQ you are trying to move out of, which than allows it to roll below 0 and back up to 65k. There could be more to it than this, but it should be enough for Arnaud to track it down.Originally posted by Mist:
