I know work has been done on lowering the survival rate of shattered Russian units but if I shatter two Russian tank armies on the first turn (others are surrounded) although ten squads per division survive, some 431 tanks do including one monster division with ten squads, no artillery, anti tank, or flak and 217 tanks (combat rating 691).
This is not very realistic.
The alternative is to leave it surrounded and not attack it on the first turn but that costs the germans one railway hex which I would like to have.
Is more work being done on this shattering flaw?

I don't think there are any other changes planned on this issue. Although probably not correct for this period of the war, the code has to deal with the situation throughout, where the current state is arguably more correct. Also, I believe that most of those surviving tanks are weak BT5/7s or T26s, depending on the division, which decreases the usefulness of them.

In my typical first turn as the Axis, I force 3 Soviet Mech Corps to surrender - the two close to the front of AG Center and the one in Lvov, with another 3 shattered. The 3 shattered returned with an average of 30-40% of the initial tanks, depending on the check I did. Although not perfect, it is workable and I doubt anything else will be done, unless a workable method of it can be developed. Sorry.

fair enough. I try to shatter two to three, and surround as many others as I can to kill in the second or third turns.
