Are there any suggestions about formula which is used for OPs pool calculation? it is said in the manual that industry, oil and resources affect it. Why Soviets ops are so low then? They should have at least the same amount as Germans. Is there any difference?

The manual is at least partially correct, although possibly incomplete. There could be code that reduces the ops points distributed during certain parts of the game, such as the inital Axis blitzkrieg - I don't know. However, if the HQs start out low, such as in the 1941 campaign when the Soviets add a bunch of HQs with 0 Ops Points, it will take a while to increase them to their maximum levels. I think we had the discussion recently on the max, but for others, the max Ops Points are the hex supply level times 10, so normally the max will be 60 on a rail line, but can be 100 for the Axis at the start.

In my play, if there are more than a few HQs without ops points and most HQs are on the map, nobody will get more than about 35 points. Also, the replacement level effects the points received, so don't push all HQs to 100% replacements if you are short on ops points.

Thanks for that bit of info. As we all know sometimes HQ's get placed off rail lines due to various reasons. I will make a greater effort to keep them in high SL hexes from now on.
