Mist et al,
is there any benefits with assigning HQ's to each other? Also, what is the role of the German Army Group HQ's? Do I have to havwe leaders with high rating at these? Should I keep additional reserves at the army group's?

The OKW->ARMY_GROUP->ARMY link allows lower HQs to borrow operations points from the higher HQ if they are low. Leaders up the chain may take over the fight at the lower level, whether this is good or bad depends on the leader's rating.

See above. High leaders are desired there, but your best leaders should be in command of your panzer/tank armies.

You can, or leave them in OKW/OKH. Rail movement is unlimited in range so it doesn't really matter where you put these forces, except for putting them in front line HQs where they would get used as reinforcements for battles.
