Can't launch the game "ogre engine has encountered an error"

When i try to launch the game, a pop up is opened and says this :

Hi Manfred,

Sorry to hear you're having issues starting Supremacy. Here are some questions:

1) Do you have DirectX9 installed?

2) Are you running a supported operating system (not Win95, Win98, WinME)?

3) Have you installed the latest drivers for your graphics card?
