why my Betty sometimes launch torps?

and sometimes just level bombing?

If your at extended range, 1/2 bombload only.

At regular range, torps or bombs depending on altitude settings (10K+ bombs, <10K torps)

I fly mine above 10k and they still lunch torps.

I fly mine above 10k and they still lunch torps.

I haven't seen mine launch torps when set above 10K but I wouldn't be surprised.

Also if they are flying from a base size less than 4 they fly as though at extended range - meaning they use bombs.
