Duplicate Japanese Leaders

Here is a list of duplicated Japanese leaders in the CHS. This is way out of my area, as I have no expertise in either leaders nor Japanese forces. I would appreciate any help in resolving the duplications. Note that many of them result from the commander of a ship also being the assigned leader for the Task Force containing the ship. Is this a problem??

It is okay for a ship leader to be in command of a TF that his ship is a member of. [I will have to do something about that on my next release[:-]]
Some of these duplications are due probably to the fact that a particular leader may have been assigned to those units at sometime in his career.
But in game terms, a leader should only be assigned to one unit (naval/LCU/AG);
