Is 3 a magic number?

I notice that if a unit is fired at a few times on the combat screen, it gets easier to hit by the 3rd time or so (like 3 light fleets versus 1 sub). Is this true overall?

Once you are attacked once during the current player's turn, the unit is easier to hit. Additional shots don't add to this. See manual section 8.5.7 for combat modifiers.

actually i think each additional shot drops the evasion by one each and every time.

It's 1942. All I know is I can't sink one Uboat with 6 Lt warships. I'm lucky if I even damage it.

No, additional shots will not reduce the evasion further. If it does, it's a bug.

If the German Evade is up to 3, and the WA ASW is not boosted to 2, then you need to roll a 9 on 1 dice (impossible). However, once a sub has been shot at once, you only need to roll a 6 on 1 dice (16% chance). So if you take 6 Light Fleets against 3 subs, the first 3 light fleets will automatically miss. The last 3 will have a 1/6 chance each. So in this case you will kill 1/2 of a sub on average. That's assuming the subs don't sink you first (can't remember off hand the simultaneity rules on sub fire).
