Ship to Ship combat?

Excuse me if this has been asked before, but it escaped me. When determining the number of participating ships in surface combat of either side a N sided die is rolled where N = the largest number of light and heavy fleets in the region of either side. One side has 8 the other 10, we use a ten sided die. Does that make the top highest number on the die 10 or is zero included so it is 9?

If the roll is greater than 1, roll again. What happens if the roll is 1 or zero.....no combat? The fleets fail to discover one another.

When the roll is > 1.......1 to X where X is the first roll ???? Does this mean if the first roll was 8 we add 1 to it, to equal 9 fleets from each side to participate in the combat? Or do we roll that N sided die again and add that number to the first number rolled? In the first example, why would you need to roll again if your only going to add the constant 1 to the first roll?

If the roll is 1, then the final result is 1 fleet will engage because the second roll would be on a one sided die that could only roll a 1.

It means if 8 is rolled on the first roll, the second roll will use an 8 sided die with results from 1-8 being possible. So as an example, if we have 9 fleets on the largest side, the average result of the first roll of 1-9 would be 5. If we rolled a 5, then the second roll would be from 1-5, with the average result being 3 fleets would engage.

Another example is with 2 fleets. First you roll 1-2. If you roll a 1, you fight with 1, if you roll a 2, you roll again from 1-2. In this case, the percentages say that 75% of the time 1 fleet will engage, and 25% of the time 2 fleets would engage (rolling a 2 and then another 2). Hope this helps.
