Fire level - where is?

Sorry if already asked for, but I cannot figure out how can I see the fire level of my cities. The manual states "A fire level shows up when the mouse cursor is rolled over a base, just above the list of enemy industry" but I just cannot find any references to my industries.

Check after your opponent attacks and hits your "manpower" at a specific city. You may then see fires.
