Different Rules, such as Spain is playable, or the Soviets may never invade Germany (If Germany does not invade the Soviets). Ie. how difficult is it to change some of the events to allow something allohistorical? Are we talkiing user mod, or something on the order of an expansion from Matrix?

Changing the conditions that lead to a country like Spain joining one side or the other is doable. Making other "Player run country's" with production snd research is not.
