Bugs in China?

2-3 times now i have seen NO units in 2-3 regions in China, like...Liuchow, and Kunming. So assuming this i attack with 2 infantry in both regions, needless to say, low and behold...theres 4 millitia there. Same in both regions. WTF! It has NOTHING to do with my preference settings or game setting, that i know of. I have checked. Could someone shed a light on this...Im playing as Japan jus fyi(as if you didnt know this already)

when attacking a chinese province 2 times the population resource of milita are summoned to defend. SO if you attack a territory that has a 2 for population resource then 4 militia arise.

No bug, just the crazy chinese peasants making a stand!

Any attack on China will rile up the peasants, regardless who attacks. [;)]

Seriously though, they were fighting both the Japanese and themselves and had vast pools of soldiers (mostly untrained) but which would coalesce if the Japanese made too many inroads.
