The information in the Strategic Map screen doesn't seem to match the info in the Region Info screen. In particular, the number of factories in the Region Info screen seems smaller than in the Strategic Map screen. E.g., I see 8 total factories in the Region Info screen for Japan, but 13 in the Strategic Map's accounting of how many factories Japan owns.

Now, the manual implies (sec. 12.1) that the Strategic Map is counting factories differently than the region info screen is. Does that explain this discrepancy?

On the strategic screen what you are actually seeing is not factories, but "production points" - how many factories you have that have resources linked to them - not just factories.

That table has a column showing number of factories. For example, the number of factories listed for honshu does not agree with the number of factories shown on the map. Nor does the factory output in column one of that table equal 3 x the number of factories listed.

That's because Japan is resource limited. With 8 factories at start, they could have 24 production points (x3 multiplier). But they have less because they don't have 24 resource centers. For victory purposes, you must have 1 factory point (not factory, but factoriesxmultiplier) plus 1 resource point to score 1 "production point" which is what is shown on the Strat Map screen. So if you see 13 for Japan, this is because Japan controls 13 resource centers that are linked to their factories via friendly areas and/or transports.

Sorry, I thought the factory output column in the region table was simply total factories times the multiplier. I thought total production was factory output + available resource = 1 production point. I didn't realize column one, factory output, was dependent on resources. It shouldn't be, I think.

The manual is misleading about the victory point screen. It suggests Production Points are counted, but strictly speaking you are not talking about SUSTAINED PRODUCTION. I.e. I have 40 factory output + 100 resources in the pool reachable by my transport net. But I only have 30 non-damaged resource CENTERS reachable by my transport net. Therefore my score is 30, not 40 even though I have enough resource POINTS to produce 40 production points this turn. The manual should be reworded to make this clear; its use of the word "resource point" instead of "resource CENTER" in section 12.1.

I was very confused about this until reading the above forum messages, and experimenting in some savegames.
