Subs and Op-fire

So I just had a Tac Air group damaged by a Japanese sub fleet using op-fire in the middle of the Pacific. If I was attacking the sub fleet, fine. But just moving by it? Do the Japanese subs have long range SAMs?

Did you check the detailed combat report afterward to make sure that it was not enemy air on an adjacent island rather than the sub that you were flying over?

No enemy units at all except for the sub fleet. Kinda weird.
