Unresolved Japan Attack Outside Of Japan's Turn

The attached zip has the sav and 2 dat files showing an unresolved Japanese attack of Chinese forces in USSR's movement turn. A Japanese fighter is attacking Chinese units in Chunking. The unresolved battle can be initiated during China's movement turn. It results in 6 Chinese militia appearing. This seems contrary to the special milita mobilization rule as there are no attacking Japanese land units. This seems to be a loop - the save file is after the 3rd appearance of the same unresolved battle.

How do you attach the file in this message anyways??
