china production

I understand from the manual that Chinese factories only produce every 1/3 of a turn untill a non-coastal chinese province is taken over. In a current pbem game, in this turn a non-coastal chinese province has been taken over, but factories are not producing every turn as they are supposed to. Do I need to wait a turn for this to come into effect? Thanks.

from the manual 9.1.1 (p.76):

"...Factory Points are created by each Factory each turn prior to the German player's turn."

Good catch, I had missed that rule. I also have not yet played the Chinese.
