why cant you move the british naval units in the pacific before usa enters war.

Because that zone & many others are Politically Frozen.
You can Strategic move things, but ships can't do that...

The game pretty much forces the Allies to give the Japanese a chance to go for their historical attack and early expansion. The Allies can neither evacuate the area or reinforce it before the Japanese make their move or Winter '43.

I may not agree with that as a design decision but that's the way it is.
