W at War: Research

My game runs fine except for research.........when I start the second scenario, Germany has -18 factories for research, even after producing numerious supply point AND research points, AND not producing any new units the the factories is always negative......thus when I go to research, even if research points are available..........the incremental counter is frozen, no research can be allocated to anything.........is this a bug? Or what am I missing here.................anyone run into this!!!!? Help[8|]

You need to click "next phase" (see the little arrows up in the upper left corner? That means you are in the movement phase.) - then you enter the production phase, and can allocate production.
