No.

I have a 21" monitor and use 1,024 x 768 and it's just right to me.

for those who have lcds with resolutions different higher than 1024x768 is there anyway to run it windowed ?

No, but on a LCD you can set your aspect ratio settings. It should be in the manual for the monitor.
