Difficulty bonus?

When you change the difficulty level and give a side +2 attack does this mean 2 extra dice or is 2 added to their regular dice total? Does it effect all units?

Its +2 to the total dice roll of all the dice in attacks they make, and -2 to the total dice roll of attacks against them.

Its a modification to the total rolled, not number of dice.
