Russia Frozen?

Russia Frozen?

I may be dense, but, when I play as Russia, is all of Russia supposed to be frozen? I can't even force a strategic move for ANY of my units. I would like to break the Non-Aggression Treaty, but I can't even move a squad of troops!

Until Russia is attacked or enters the War in 43, all you can do is produce units and conduct research. Its the same with the Western Allies (Except Britain), and China.

also, russia can be unfrozen in either the eastern or western half and still be frozen on the other half (though its not really half more like 2/3)
