Lend-lease before Barbarossa?

Can the WAllies send supply to the Soviets via lend-lease before Barbarossa? E.g., via transport to Murmansk?

Also: can the WAllies send supply to China via the Burma road while the WAllied transports are politically frozen? I assume so.

The first is yes for sure.

The second I'm not sure of as I haven't tried.

Most definitely!

You can do both. Politically frozen zones do not prohibit supply movement. This can be a life saver for the Chinese (from Russia or India)

I wouldnt advise it for the WA to do it to Russia until the war starts though. Supplies sitting idle in Archangel dont help the WA much fighting in the Med or North Atlantic...

Thanks for the quick responses, folks! Yeah, I'm gonna focus on the Burma Road for starters. In game terms, I guess that means supply into Mandalay.
