Population: Any ways to optimize or raise?

Are there any ways to increase or otherwise optimize the population available amounts?

I am playing Germany and doing pretty good but have hit what appears to be a hard limit on output - my population capacity.

I am not sure how much population I have or how much I am generating. One of my few complaints I have about WaW is the lack of a comprehensive status display of all 'consumables' - resources, supplies, factory levels, and population all on 1 screen somewhere ( <---- enhancement suggestion :) )

Additionally -Do rail lines effect population availability?
Do rail lines effect resources and supplies?
Or do rail lines only help move existing equipment and troops?

There is no way to increase pop. It is indeed a 'hard limit' on unit construction and it is quickly dwarfed by production in the mid-game. In fact, it is what encourages 'tank only' strategies later in the war. When the tanks are clearly better in combat, why would you want to go with the cheaper infantry if you can only build a limited number of units anyways?

Note that when a unit is damaged in combat, you get 1 pop point thrown into the pool to represent the remains of that unit. That is probably why you see fluctuations in the pool.

Rail lines do not effect population (or resource) availability. As long as you have an chain connected friendly regions and/or transports, you are in business. Rails exist just to move supplies and troops as you mentioned.
