Encirclement

There has been a few times when I've encircled the computer-controlled opponent and have attacked the isolated region from all sides. With nowhere to retreat (I took the region), about half of the enemy units were destroyed, but many were listed as "damaged." With no viable retreat path to a factory, shouldn't those units be destroyed?

Is this a bug or am I just missing something?

What happens when you take a surrounded province is the computer will give you a message "Infrantry surrouned and destroyed" (or something like that) then it shows the combat resolution graphic. All those damaged units listed in this graphic were trying to get to a friendly factory but since they can't, they were destroyed (and mentioned in the previous message). So they are destroyed, but the combat resolution just shows them as damaged. It would be less confusing if the notification of destruction took place after the combat resolution graphic.
