question to anybody who is able to answer :

in ver.3 do you still have to keep certain number of pz div in certain years to avoid shatering ?

Apparently, in all versions including the current ones, the game looks at tank/panzer battalions for this, even if there are no tanks in them. Even if they are not there, it increases the liklihood of shattering rather than forces it.
