Leader availability - bug or whats going on?

I dont think this is an unknown bug but I gotta know whats the deal is. In the 1941 campaign the russian leaders available are usually crap. But if I add every hq available they get under control by for example Eremenko(7), Vasilevski(8), Malinovski(8) and some of rating 6, thus giving the russians the leadership edge over the germans. Then I just replace them in the hq-mules and place them in for front-line command because they now appear in the commander-pool. So all of the sudden the soviet-union got the better leadership!!!

So I was wondering; either this leaders should be available in the commander-pool or not appear at all until later.

Found another interesting thing to. In the first week as the germans in the 1941 campaign I stripped armygroup south and 3rd and 4th rumanian armys of air and divisions. I then deleted them and then cretaed them again. What happened you ask? Well List took control of 3rd rumanian, Blaskowitz 4th and Zeitzler was installed in AGS.

I think this is just the top of the iceberg. If I continue experimenting god knows what leaders that will appear. Maybe someones not even available in the commander-pool.

This is a known problem.

May I delete OKW to replace Hitler?

Another HQ trick is to change chain of command. For example, assign all HQs with good leaders to themselves. There are a lot of holes <img src="frown.gif" border="0">

Mist are you saying you can bypass the chain of command to for example OKW?

Ed; can we do something about this?
