"Freezing" HQs. Bug?

Hi,

Im right now playing a PBEM game and my opponent is sometimes complaining about HQs "freezing" meaning that they can not perform any kind of operations. It is especially the 3rd Panzer army and the Finnish army that this happens to.

Has anyone else experienced this? Is it worth bringing up as a bug to the developers?

Maybe he transfered an unit into the hq? Like a panzer bn went out for reinforcement, and he transfers it back to the hq. Maybe this not the problem, but if you transfer a land unit into a hq, then no air operation or movement is possible I think on that turn. I had this problem as well on quite a few games as well... Always do your hq actions before transfering land units into it.
