Production question

I just got this game, and decided to play China to get used to the rules (after playing the tutorials.) It seems like China can only use it's factories once a year, most turns the production is zero. Am I doing something wrong, or is it supposed to be like this?

Chinses production is only once every three turn IIRC. Once Japan invades and holds one of the mainland provinces it will increase to every turn. If you feel that you got the basics of moving units around already and China is getting a little tedious it might be best to just skip ahead to Russia.
