I see that on page 70 submarine fleet never retreat.If you attack a submarine fleet and it is damaged and the sub disappear off the screen is it sunk/destroyed.

Depends... If it suffered enough damage ((twice its defense (evasionxdurability)) it is destoyed. If it is only damaged, then it will attempt to retreat to the nearest port/factory to be repaired; following the rules for retreat. Check your build que, following a sub being hit in combat, to see if it is back in the build que for one of your factories. Usually sub "survive" to be repaired and fight another day.
