Changes in v3.2
=========================================================================

Soviet Mech corps become armies and mech divs become rifle divs on 20 July 1941 instead of the first week of July (minor change for historical accuracy)

Aircraft performing airlifts now win no more experience than those which are on training. This should prevent players
from conducting fake transport missions just to improve experience.

slight increase in the number of Axis infantry reinforcements

The number of HQ points is now influenced by the competence of the HQ's leader.
A bad leader may lose points, while a good leader may gain points, depending on a random check based on the leadership rating.

Bad news for the Soviets in 41 and beyond.....

But something that had to be done!

Is there an increase in soviet replacements?
