Well, witp 1.5 still has some bugs, I doubt Matrix wants to release Plan Orange and then start releasing patches for both Witp and Plan Orange.

The main reasons for the delays are the programming side, plus documentation and little things to tweak some realism stuff. It will be at least a month, from what I am being told.

Well, to keep hopes from getting too high, I said "at the earliest". I'll be done by then, but Mike will need some time, and then the Matrix finalizing and testing.
