Interdiction Bug?

As I understand the rules a naval unit engaging in combat is suppose to have any interdiction points gained from movement that turn subtracted from it's combat rolls and added to it's opponents rolls. However, using the latest patch (1.033) there seems to be a way around this. Try this: Start game and playing Axis move your 3 hvy fleets in Italy into the East med via the Aegean Sea to attack the WA. Odds are not all of your fleets will engage in combat, the ones that do will have the proper -1 modifier applied to their rolls and +1 to the WA die rolls due to the 1 interdiction caused by Malta. If you don't win the combat your fleets will be retreated to the Aegean. Now move back in with the ships that did not engage in combat in your 1st round. They will attack and defend without the interdiction modifier. The rules say IPs are reset to zero for units "whenever they have completed an attack". Yet these ships have their IPs set to zero even though they have not actually attacked anything. Perhaps this was intended by the rules, but if so I think it is a mistake. It doesn't completely nullify the effects of interdiction, but it sure makes it a lot less important. Malta and all those Islands in the Pacific are suddenly even less important than they already are.

So what's the verdict Joel? Is this working as intended, a bug that will be fixed, or a bug but pretty low on the priority list.

I'll check with Keith, but I think this is not a bug but just the way the system was intended to work. The wording could be better, but I don't think it had to do with a unit actually firing but just being part of an attack on a region that is executed.

noticed that too. I think it is rather abusable. Why not reset the interdiction penalty at end of turn instead?

According to Keith this is a bug, as he intended units not to lose their IPs unless they had actually fired. He's going to try to fix this in the next version he sends to test if he can do it easily (he thinks he can). There was only one other thing that he had left to do before releasing a version to test that we hope to make available to the public within the next week. So a fix for this might get into the next public patch.
