I assume you're talking about ship "crews" (there actually aren't any). If so, then the ratings affect mostly night surface combat and ASW. They affect day surface combat as well, but the program won't let us see much of that. I doubt these ratings affect AA fire, but who knows? Nowhere is this stated either way. I wonder if leadership and unit experience and morale affect land-based AA fire. I'd like to think these factors do, but again, I don't know. I've expended PPs along the way to upgrade AA leaders in the belief that this could only help, but I could be chasing my tail.

To my knowledge, AA is not impacted by the crew rating CC.

AA fire remains a mystery to me. I'm still trying to figure out how a tanker puts up more flak than an entire Jap task force or a Jap base bristeling with hundreds of AAA.

Yes, crew experience is a factor in the AAA calculations. They also gain experience from shooting AAA. Yes, for ASW and just about any and everything that land units, air groups and ships can do.
