4.2.1 THE SOVIET UNION
The Soviet Union (or, Russia) stretches
from Europe to Asia, encompassing a lot
of territory and vast resources. If
Yugoslavia is attacked by the Axis, it will
join the Soviet player.
The Soviet Union
will be a prize that the Axis will
undoubtedly seek at some point in the game (if not at war
already, as in Campaign I or II).

4.2.3 THE WESTERN ALLIES
The Western Allies include the Commonwealth, France,
Netherlands, Canada, UK, and the United States. Any
neutral country attacked by Germany or
Japan joins the Western Allies (except
Yugoslavia which joins the Soviet Union).

Everytime I have played Yougoslavia joins the WA.
Would this be because failing to take Yugo on the first attempt (if Yugo then became Russian) would cause Ger to Declare War on Russia if they tried to take Yugo on a second attempt? This could totaly change Ger plans.

That's because by the time Axis invades Yugoslavia, Soviets are still at peace with Axis so Yugoslavia would have joined the only side that is actually at war with Axis.

I guess there is some game related reason for this exception, since there is virtually no historical basis for Yugoslavia joining Soviet Union. It was as anti-communist as any other east European government at the time.
