Reluctant submarines

In my ongoing game I watched German submarines sorting "en masse" against Allied convoys. On at least two occassions when I was paying attention, (n-1) submarines actually fired their torpedoes. On Allied side, all transports were defending.

Is this bug or feature? I may provide the save if necessary.

It may be possible the Subs weren't supplied, ie didn't have any torpedos left. I know I have inadvertently done the same and wondered WTF? That's the obvious and may probably not be your case.

I think that the number of subs firing must not exceed the number of ships defending. Example: if there are 5 subs attacking 3 transports, only 3 subs will fire.
