1.3 arty problem

I have found that ordering off screen artillery for r&R keeps failing. Seems like field requests keep overriding my orders (mostly for smoke attacks) as Nato comander.

OK, I think I see how that might be happening. I will look at it right now.

Well, I don't see a cause of the problem after all. The staff control of the FSCC respects the rest and refit status and won't use arty units with those orders. Something else must be going on. I will put it on the list and keep checking for it.
