Politically Frozen area combat modifiers

just want to confirm whether the combat modifiers for Politically Frozen areas (surprise
rule) last for the whole turn or just that particular attack? looks like its the latter.

As the remaining areas are unfrozen right after the first attack - I would say that the rules as well as in game play agree its the latter.

The initial attack on Russia would be rather devastating if it was meant to be the former.
