Spanish fleet retreats to ... Istanbul?

I'm playing a game with the usual German invasion of Spain.

Rather than retreating somewhere useful after Spain falls, the Spanish light fleet is making its way through the German occupied Central Mediterranean all the way to Istanbul.

This is very odd. I figured I'd at least be able to use that fleet after it converted to WA, but now it is again a frozen neutral.

Is this the way it is supposed to behave?

Some odd things can happen with naval retreat.

I had some italian fleet units retreat into South France and become frozen as Vichy units [8|]
