I know it's not historically accurate but is taking over Mexico when you are WA a good tactic or no? I'm talking strictly gameplay strategy not history. And how about those South American countries with resource points?
After 16 years, Civ II still has me in it's clutches LOL!!!
Now CIV IV has me in it's evil clutches!

No it is not worth it IMHO.

As long as you have transport links you will get enough from trade that it wouldn't be worth it to invade.

Until the USA production multiplier reaches 3 your production is:
- UK 15
- USA 36 (@2)
- Canada 3
- India 2
- Australia 1
The resource chart shows:
- UK 3
- North America 42 (including the ones from the Antilles and Central America)
- Frozen SE Asia 11
- India more than 2
- Australia more than 1

So, just from the UK, Canada, the USA and the frozen zones with a frozen convey you have enough resources to feed all the US, UK and Canadian factories. Hence getting more resources wont do anything for your production regardless of uboats before the US is unfrozen. With that in mind I dont see the plan in using time and supply to conquer Mexico etc unless you are left with a couple of units on its border and nothing else to do with them.
