How to form Corps?

Hm. It gives off the smell of a great game, it's just that there's going to be a bit of reaching required to get a great gaming experience out of it. I would suspect that it is not so much complicated as poorly documented along with some iffy UI.

Anyway I have kicked off as Russia and for the life of me can't figure out how to create a Corps to put into my Army. What am I missing?

Corps must be built, not just created. THey are listed under the military builds in a province.

You need a certain size barracks to build it. I want to say lvl 4 or 5 barracks.

Also, isn't that a upgrade, you have to learn ?

in 1794 I see that France has Corp System, and Russia does not

Corps System is an upgrade that give a +1 size to nation's corps

Correct, there is a Corps System upgrade and then there are the actual orgaizational Corps that a player must build to put units into. Need a level five Barracks to build Corps.
