Extraction of troops

Crown of Glory: Europe in the Age of Napoleon, the player controls one of the crowned potentates of Europe in the Napoleonic Era, wielding authority over his nation's military strategy, economic development, diplomatic relations, and social organization. It is a very thorough simulation of the entire Napoleonic Era - spanning from 1799 to 1820, from the dockyards in Lisbon to the frozen wastes of Holy Mother Russia.

If you don't control the port I think it is impossible, haven't tried it though so could be wrong.

Your troops need to take a port.
Note that AFAIK having access permission (or violating someones territory) isn't good enough - you need to take the port, or be allied.

Ugh. They're gonna be real upset when I tell them they have to stay there and starve to death until enough of them starve and then the others can wander off to wherever they can get to. I told them not to burn the boats they arrived in, but would they listen?
