CPU running at 100% usage

I don’t know if this will help or not. But I was able to get into Windows task manager on XP to check out the performance usage of the cpu with the game running. On the strategic map the cpu was running at 38% which is good . But on the detail battle map the cpu was running at 100% straight across the board. I was thinking that maybe this is what's causing all the lockups and crashes.

My system is an
AMD Athlon xp 2000+
768 MB ram
GeForce4 MX 440
