Why can't I declare war?

Don't understand what is going on but for some reason I (England) can't seem to decalre war on Sweeden. Several times now the computer tells me that Swedish units are in my country. Do I wish to declare war, ignore, etc.....every time I choose war nothing happens, I go to the Diplomacy Screen (Most confusing thing....next to economy) I can't bring up any option to go to war. Sweden and England have no alliance so why aren't we fighting.

For every thing I love about the game one or two bugs/problems come up that make it very frustrating.

Also check to see if your Diplomatic Expert is turned on. He may be overriding your decisions.
