How do you have...

Crown of Glory: Europe in the Age of Napoleon, the player controls one of the crowned potentates of Europe in the Napoleonic Era, wielding authority over his nation's military strategy, economic development, diplomatic relations, and social organization. It is a very thorough simulation of the entire Napoleonic Era - spanning from 1799 to 1820, from the dockyards in Lisbon to the frozen wastes of Holy Mother Russia.

negative taxes? People are pretty happy (+500) and welfare is still at the initial setting of 2. So why negative taxes?[&:]

Not totally clear what you mean, but the higher the taxes, the more inefficiency in production. Thus, the accounting shows a small or large negative number for some commodities due to taxes.

Isn't the negative number representative of the shortfall as opposed to the amount of taxes collected?

Hmmm, never thought of that.
I can't find anywhere in the manual where it says anything about that.
