That is bizarre. Adding it to bug list. What's your actual income like in this situation? You don't, perchance, have the save game files for this do you? Do you know if this persists if you quit and reload the game?

It always goes away at the next turn unless I adjust the numbers again...

Do you have an email I can send the save to???

However, it will freak again later.
The game does not react well to having the welfare rate set to zero.
It seems to be a display bug on this screen though - I never saw my actual bank balance disappear.

I saw plenty of weird numbers like that, but they normalize once you exit that screen and enter it again. It's probably only a display error.
